What are the general procedure to operate high voltage (more than 132 KV) equipments.?

You really need to look this up yourself for safety reasons, but in general you want the electronics to be OFF!!!!! when you work on them. If they must be on, you want to insulate yourself from the electronics and also the ground and be as far away as possible, working on them with a non-conducting device.
