Why did Gretchen on Prison Break do that photo shoot?

she sends the photo to the General, in order to get his attention. guess what it worked! the plan was for the General to go to her and she steals his Scylla card. however the General, figured it was a trap, and turn the tables on Gretchen but since she was his ex he spares her.
