Is Obama to blame for 40 years of mostly republican control that yielded no fixes to catastrophic oil spills?

1979 they tried the exact same methods used today and had the exact same results. Why has no regulation been in place to demand a solve for each potential disastrous occurrence? Is it because of deregulation and corruption on the part of republicans? Wanting regulations to the point of bribery by oil to dems throughout the years? What is your opinion?
